As Beacon Hill gears up for post-tax bill priorities, gun reform emerges as a key focus for the House in Massachusetts. A recent hearing sheds light on a new gun reform bill presented by top House Democrats in response to a Supreme Court ruling that prompted the state to loosen concealed carry laws. This legislative move aims to address various aspects of Massachusetts’ gun laws, striking a balance between ensuring public safety and respecting individual rights.

The proposed bill, unveiled last week, encompasses a comprehensive set of measures, including new registration rules targeting gun parts to trace “ghost guns.” Additionally, the legislation clarifies the state’s assault weapons ban, introduces a prohibition on carrying firearms in schools and government buildings, and proposes a more streamlined license application process that includes a new requirement for live firearm training.

The Context: Gun safety advocacy group Everytown highlights a 16% increase in the gun death rate in Massachusetts between 2010 and 2019, aligning with a national trend.

Looking Ahead: House Speaker Ron Mariano, a supporter of the bill, is planning a vote later this month, with a high likelihood of passing. The key challenge lies in reconciling this House bill with the Senate’s version, which Senate President Karen Spilka revealed is currently in the works. Despite past disagreements between the two chambers over gun-related legislation, Spilka expresses confidence in reaching a compromise, even if the process extends into the next year. “I do believe we will have something on the governor’s desk, definitely before the session is over [next summer],” stated Spilka on Radio Boston.
